Solution
SD-WAN forwarding policy is evaluated based on the activation of load balancing at flow level or packet level.
If it is at flow level, then it will be evaluated based on the first packet of a flow. It will remain unchanged as long as the SLAs are being met. However, upon SLA violation, it will be subjected to re-evaluation.
If the load balancing is per packet, then the policy evaluation is per packet.
