What if we try to set the rate to 1G on a 1G WAN port? What would be the effective shaped rate?

Solution

The shaping rate configured under interface includes L1+L2+L3 + payload, and not just IP layer bandwidth.

L1 rate is configured under interfaces. Versa shaper works at L2.
