Option-1:

Set the Preferred Software version at an Org level.

*Supported from 22.1.X based Director.

Option-2: 

Set the Preferred Software version at a Global level which will be applicable to all Tenants.

Option-3: 

Set the Preferred Software version at the Workflow Template level.

Order Of preference, if for instance, "Preferred Software version" is set at one or more places.

Preference-1: Workflow Template (Option-3 listed above)

Preference-2: Tenant Level (Option-1 listed above)

Preference-3: Global Device Setting (Option-2 listed above)
