Network Response Time is 3-way handshake time from the client to the server, where application is running.
There is no exact significance of this parameter in relation to WAN speed, as this provides only delay in the network.
This delay consists of the fixed component, that is time taken to reach from point a to point b and as variable component that queues delays in the network.
